Late Tuesday, a Denver ballot measure that asked taxpayers to support college scholarships appeared headed for defeat. At about 11 p.m., 54.2 percent of votes cast opposed Measure 2A. It called for a sales tax of .08 cents on every $10 purchase to generate about $10.6 million annually. The money would have helped Denver low- and middle-income students pay for college.
