The economic downturn means Colorado's government continues to cut the budgets of nearly every state agency. But one has grown substantially - health programs for the poor. That's thanks in large part to 900-million dollars in assistance from the federal stimulus package. But health care providers say serving the growing number of poor remains a challenge.
