Kelley Griffin talks with John Parvensky, president of the Colorado Coalition for the Homeless, about the group's new "housing first" program. Instead of requiring that a person receive treatment before they receive housing, the coalition will simply provide low-cost housing with no strings attached, on the theory that people are better able to address their other problems if they first have a place to live.
