A bipartisan bill that would recommend third graders repeat the grade if they can’t read passed a house committee earlier this week on a vote of 10-3. In an unusual move, Governor John Hickenlooper personally testified in support of the bill, but as Bente Birkeland reports, it still faces strong opposition from some in the education community.
