Title: HB15-1314 Endowment Or Institutional Fund Gift Tax Credit
Sponsors: Rep. Dominick Moreno (D-Commerce City)
Status: Introduced and assigned to the House Finance Committee on March 25. The Finance Committee referred an amended version of the bill to the Appropriations Committee on April 1. The Appropriations Committee killed the bill on April 17.
What the bill would have done: This bill would have created an tax credit for 25 percent of eligible contributions made to an endowment of a Colorado charitable organization, which are standing funds whose earnings support the organization's charitable work.
The eligible contributions can't be "donor advised funds or funds for a private foundation," according to the bill's fiscal note.
The maximum credit allowed is $25,000 per taxpayer per year.
How it would have affected your refund: This bill would have lessened the average taxpayer refund by $2.54 for fiscal year 2015-16.
