One of the most vaccinated places in the country is San Juan County in southwest Colorado, whose county seat and only incorporated town is Silverton. The state says 100 percent of San Juan's eligible population has gotten at least one COVID shot. Still, the virus continues to circulate there for a whole host of reasons, as reporter Rae Ellen Bichell with Kaiser Health News found.
